In the page, I saw you found "1931: it consisted of 5 provinces: Buôn Ma Thuột, Buôn Hồ, Đắk Song, Lak, M'Đrăk", but in Vietnamese Wikipedia I saw it's actually "1931: it consisted of 5 districts: Buôn Ma Thuột, Buôn Hồ, Đắk Song, Lak, M'Đrăk". I also comment that Hà Nam was a province of French Indochina in 1937 but I don't see it on the map. I know that page is old (from the latest edit) and the subject is unpopular for people to talk about but this is just a recommend for you about that. Have a nice day! - I think that Tây Nguyên was a group of provinces in Annam (some provinces was belong to Cambodia and Laos until 1908), and from 1946 it was an autonomous region (en:Montagnard country of South Indochina). Also, I am very much aware of the autonomous region as I'm the one who wrote the English-language Wikipedia article about the "Montagnard country of South Indochina". 😜 After doing more research, I see that I had mistakenly assigned the entirety of the Đồng Nai Thượng Province (省同狔上) to Đà Lạt based on the erroneous map I had used as a point of reference. - In French Indo-China, only French Cochinchina and Guangzhouwan were directly ruled colonies, meaning that in Cambodia, Annam, and Tonkin the indigenous governments still had a parallel administration which was semi-independent. Laos is a more complicated situation as the Kingdom of Luang Prabang had strictly defined lines and Laos was a "protectorate" in name only with some regions in Laos being a real protectorate and other regions being a directly ruled colony more comparable to Cochinchina than to the protectorates.
- The 1884 treaty (https://vi.m.wikisource.org/wiki/Bi%C3%AAn_d%E1%BB%8Bch:H%C3%B2a_%C6%B0%E1%BB%9Bc_Gi%C3%A1p_Th%C3%A2n) basically stipulates that the Nguyễn Dynasty administration maintains high levels of autonomy within the French administration and typically a Nguyễn Dynasty Mandarin maintained his own provincial administration in Annam and Tonkin while being overseen by a local French resident. An exception to this are actually a number of provinces where the French maintained military rule such as Hai-Ninh, Hung-Hoa, and most of Highlands of Southern Indo-China. In Ha-Giang the local Chinese warlord (well, weedlord as he gained power through his monopoly on marijuana) was the highest power for day-to-day administration, but this hereditary lord also maintained titles and tax obligations both to the Nguyễn Dynasty and the French.
- So, there was a French "Province of Tourane" parallel to the Nguyễn Dynasty "Province of Quang-Nam" with two (2) largely overlapping administrations. Since 1898 there was a singular budget and under the Thành Thái Emperor 2 (two) new decrees were issued that basically gave the French full control over Annam and Tonkin making the Nguyễn Dynasty administration subordinate to the French, but the taxes that the Southern Dynasty collected were still typically allocated to its budget and not the French protectorate treasuries.
- Interestingly enough, after losing the wars to the French the Nguyễn Dynasty owed the French a very large debt starting in 1867 and being expanded in 1883, the 1883 Hòa ước Harmand (Hác-măng) was actually supposed to wave all debts of the Nguyễn Dynasty state in exchange for giving the Binh-Thuan Province to the French, but the 1884 treaty stipulated that the Nguyễn would repay its debts otherwise. After 1918 the French state actually owed the Nguyễn Dynasty considerable amounts of money due to war loans and the Nguyễn was given more autonomy and French support to repay these debts. The parallel provincial administrations seemed to have largely been a power play based on which party had the stronger negotiating power. Now, the original plan was to make Da-Lat the capital city of French Indo-China so it was under way more French influence than other regions. Interestingly enough, Da-Lat wasn't as directly ruled by the French as Hanoi, Hai-Phong, and Da-Nang, but it was planned to eventually separate the city from the Nguyễn Dynasty administration, concurrently, the Nguyễn Dynasty was also planning on relocating its capital city to Da-Lat (I once heard a claim that the Bao-Daï Emperor wanted to move it to Hanoi, but I've never found a good source to back up this claim). Da-Lat was essentially a special development region to turn it into a European City, as had already been done to Hanoi, Hai-Phong, and Da-Nang where completely modern European neighbourhoods were erected. In fact, Hanoi was the first Asian city with an electric grid because the French established direct rule over the city. Now, contrary to what Wikipedia says I can't find that the French had formal direct rule over Da-Lat, but they de facto did exercise direct rule over the city. Weekly highlight
- The Mobile Apps team has released an update to the iOS app's navigation, and it is now available in the latest App store version. The team added a new Profile menu that allows for easy access to editor features like Notifications and Watchlist from the Article view, and brings the "Donate" button into a more accessible place for users who are reading an article. This is the first phase of a larger planned navigation refresh to help the iOS app transition from a primarily reader-focused app, to an app that fully supports reading and editing. The Wikimedia Foundation has added more editing features and support for on-wiki communication based on volunteer requests in recent years.
Updates for editors
- Wikipedia readers can now download a browser extension to experiment with some early ideas on potential features that recommend articles for further reading, automatically summarize articles, and improve search functionality. For more details and to stay updated, check out the Web team's Content Discovery Experiments page and subscribe to their newsletter.
- Later this month, logged-out editors of these 12 wikis will start to have temporary accounts created. The list may slightly change - some wikis may be removed but none will be added. Temporary account is a new type of user account. It enhances the logged-out editors' privacy and makes it easier for community members to communicate with them. If you maintain any tools, bots, or gadgets on these 12 wikis, and your software is using data about IP addresses or is available for logged-out users, please check if it needs to be updated to work with temporary accounts. - View all 33 community-submitted tasks that were resolved last week. For example, the South Ndebele, Pannonian Rusyn, Obolo, Iban and Tai Nüa Wikipedia languages were created last week. [1][2][3][4][5]
- It is now possible to create functions on Wikifunctions using Wikidata lexemes, through the new Wikidata lexeme type launched last week. When you go to one of these functions, the user interface provides a lexeme selector that helps you pick a lexeme from Wikidata that matches the word you type. After hitting run, your selected lexeme is retrieved from Wikidata, transformed into a Wikidata lexeme type, and passed into the selected function. Updates for technical contributors
- Users of the Wikimedia sites can now format dates more easily in different languages with the new
{{#timef:…}}
parser function. For example,{{#timef:now|date|en}}
will show as "24 October 2024". Previously,{{#time:…}}
could be used to format dates, but this required knowledge of the order of the time and date components and their intervening punctuation.#timef
(or#timefl
for local time) provides access to the standard date formats that MediaWiki uses in its user interface. This may help to simplify some templates on multi-lingual wikis like Commons and Meta. [6][7] - Commons and Meta users can now efficiently retrieve the user's language using
{{USERLANGUAGE}}
instead of using{{int:lang}}
. [8] - The Product and Tech Advisory Council (PTAC) now has its pilot members with representation across Africa, Asia, Europe, North America and South America. They will work to address the Movement Strategy's Technology Council initiative of having a co-defined and more resilient technological platform. [9]

- The latest quarterly Growth newsletter is available. It includes: an upcoming Newcomer Homepage Community Updates module, new Community Configuration options, and details on new projects.
- The Wikimedia Foundation is now an official partner of the CVE program, which is an international effort to catalog publicly disclosed cybersecurity vulnerabilities. This partnership will allow the Security Team to instantly publish common vulnerabilities and exposures (CVE) records that are affecting MediaWiki core, extensions, and skins, along with any other code the Foundation is a steward of.
- The Community Wishlist is now testing machine translations for Wishlist content. Volunteers can now read machine-translated versions of wishes and dive into discussions even before translators arrive to translate content.
